In my front yard, to my surprise. I guess this is a Twelve-spotted Skimmer, Libellula pulchella, but is it a female or young male? I guess the latter.

I concur

The 12 spotted skimmer female has longer pale lateral markings which form a solid line extending to the end of the abdomen. It is also longer winged than the Whitetail.
