Black fly with white stripes and yellow spider - Chrysopilus thoracicus

Black fly with white stripes and yellow spider - Chrysopilus thoracicus
Henrico County, Virginia, USA
June 10, 2017
Size: fly approx. 1.5 cm long
Two critters here to identify. The striking black fly with white stripes on abdomen, which is struggling in a spider web, and the yellow thing attached to its thorax. I assume the yellow thing is the owner of the web but it is unlike any spider I've noticed before.
