The wasps in the nest have very elongated petioles (first and second abdominal segment)- see the one in the top-right corner.

Mischocyttarus navajo
Formerly a subspecies of Mischocyttarus flavitarsis, I am very certain this is M. navajo. M. navajo is larger, with reduced yellow markings on the thorax, and the wings are very dark brown (as opposed to the yellow-brown wings of M. flavitarsis). Great shot of an uncommon species!!
