Spilomyia foxleei (?) or interrupta - Spilomyia interrupta

Spilomyia foxleei (?) or interrupta - Spilomyia interrupta
Galt, Sacramento County, California, USA
June 26, 2017
Observed this fly on a sunflower. I had never seen a fly like this one before, and at a distance it looked strikingly similar to a yellowjacket wasp. I also observed the fly waving its wings very slowly. The wings are transparent except that the first third portion of the wings are tinted brown. This further emphasizes the appearance of a vespid wasp, such as a yellowjacket or Paper wasp. A fellow naturalist had suggested that this fly strongly mimics members of Crabronidae, such as certain members of the Bembix genus, as the fly has yellow eyes.
