Ichneumonid Wasp
A strikingly colored member of the Ichneumoninae subfamily. Either it has a holarctic range, or maybe it was introduced from Europe (as a biological agent against some phytophagous insect). The same species is locally common on white Apiaceae here in Western Switzerland too, and exactly at the same time of the year.

 
Very Insightful
The species is thought to be an invader from Europe. In Asia, the subspecies orientalis has apparently been reared from Cupido argiades, but I gather that none of the species of Cupido in North America are thought to be invasive.
