I'm pretty sure this is a Gray Hairstreak - Strymon melinus, probably female. It was sitting on a marigold blossom. I got two photos but they are almost identical.

If you were in southern California, I'd agree.
We don't have many types of hairstreaks here, and only the Gray looks like that. Your county has seven hairstreaks listed at butterfliesandmoths.org and I don't know most. I think with the Gray the red on the head indicates sex and further think it designates female.

I believe you're right in guessing it's a Gray Hairstreak.
