I do not know if this is Arge
I do not know if this is Arge pectoralis, as already said, but I agree that this is the genus Arge.

The shrub is a willow
and the "caterpillar" is probably a sawfly, which is a primitive relative of wasps. I'll leave it to the experts to narrow it down from there.
