Actually it looks to us like one of the
Conopidae - Thick-headed Flies in the guide here

Welcome to Bug Guide. That's a very nice photo. I like that delicate steppin' action.

These are very wasplike, but two wings says "fly". (Note the small pad where second set of wings would go. Pads are called halteres.)
