Behaves like a carpenter bee but is it? - Anthidium manicatum

Behaves like a carpenter bee but is it? - Anthidium manicatum
Vancouver, British Columbia, Canada
July 13, 2017
Size: About 1.5 cm long
I noticed this little guy guarding the lavender plant in my garden for the last week or two. I am assuming he's a male because I witnessed what I think was a mating between him and a female. He hovers and buzzes around the lavender, sometimes around the perimeter, sometimes among the stems, and sometimes darts away from the plant then returns. He chases away, bonks, and even mounts other bees or wasps that come near. He sometimes hovers close to me. He behaves very much like a carpenter bee would but he doesn't look like any of the carpenter bees I see online. Is he a carpenter bee? If not, what is he?

Or maybe it's a wool carder bee?
I did some more digging around and found other types of bees that behave this way. He looks a lot like a wool carder bee.
