Cerceris clypeata, male (NJ)
Extremely similar to male of C. atramontensis but lower surface of flagellum reddish (great to have so many shots of the same wasp from different angles!). C. halone male is also very similar but has conspicuously flattened clypeus.

Yes, the faces are very alike, but the abdominal stripes in yours seem considerably broader than in mine.

Mine patroled its domaine regularly, maybe a cubic yard or a little more. Would occasionally find a similar wasp and chase it - away - I think. Didn't observe any interaction with other creatures, including me.

 
A familiar routine as well.
I appear to have several of these, each with different striping. Neat critters!
