I thought this was a hopper until I looked at the photo - now I'm not so sure, with those eyes and weird chopped antennae with the thin filament coming from the "stubs".

Sogatella kolophon
The twin dark stripes down the sides of the thorax, converging on the wing edges, is distinctive for the genus. This is the only species that gets north of Florida.

And that big inward pointing spur
on the hind leg says Delphacidae - Delphacid Planthoppers, if we learned our lesson right from Dr Hamilton. See here
