Common aerial Yellowjacket (Dolichovespula arenaria)
A (seemingly large, reared in a queen cell) male. Shape of pronotum excludes any Vespula species.

Downy Yellowjacket?
Looks like Vespula flavopilosa, but I'll let one of the bee folks like Vespula confirm.
