L. elongata??
This fly appears to have asymmetric bristles, which suggests Lucilla elongata. See p. 718 couplet 4 and p. 720 of Whitworth's key(1). The brightest part of the reflection on the thorax is where the missing bristle is (or perhaps more accurately, is where the bristle is expected to be missing and there is an extra one opposite the centerline).

Not an ID, just an observation. I can't see enough to go through the earlier steps in the key.
