Tule Bluets? E. carunculatum

Are these Tule Bluets? I shot them with a zoom lens, so the resolution isn't too great for the abdomen tips and other good field marks, but there is a variation, so was wondering with all the damsels were carunculatum. Small constructed flood control pond in the city of West Fargo.
