not a fly
a wasp. one can tell by the elbowed antennae and bizarre, nearly absent venation. it's some kind of chalcidoid.

I would suggest that it is in Encyrtidae. These are tiny little wasps that parasitize insect eggs.

I dug up some images online and did find some similar-looking chalcidoids so I quess I'll place it there.
