Found 2 or 3 of these on sagebrush, where a western lynx spider was waiting at the end of a branch to snatch one. I am guessing it's a bee of some sort (maybe nomad?), but I can't find what it is.

11 flagellomeres = ♂
I'm not sure of the species. There are a few with bi-colored abdomens. The bent antennae tips and dark-colored mandibles are consistent with the Tachytes pepticus-group, but it's hard to be sure that he belongs in there.
