Vashon BioBlitz 2013 - ID for beach fly #2?

Photographed on driftwood in estuary habitat.

Another fly for which we have only one sub-par photo. Hoping the visible wing venation might make it possible to identify to superfamily or even family. Any assistance would be most excellent!
