strange lil' Fly - Medetera

Size: about 1/4"
Is this guy some sort of long legged fly ? He is not irridescent green or orange like the long legged flies I am familiar with and he does not act like them . I have found it in the shade on a hot day near the ground whereas the irridescent type love the heat and are seen on plants in the hot sun . Thanks with any help of i.d. on this curious little fellow , Beth
