Leaf scale?

Leaf scale?
Ladys Island, Beaufort County, South Carolina, USA
August 30, 2017
Size: 0.2 mm
White structures on leaves of native magnolia trees. Are these protective structures produced by immobile females? What are the very small (less than 0.05 mm) animal-like yellowish structures covered by a loose weave of strands beside the larger 'cocoon'. This is their natural appearance. Could they be 'crawlers?' The occupant of the cocoon is about 0.2mm long. I am really unsure of what I am looking at.
