Phytomyza? - Minettia caesia

Size: 5mm
I'm not sure if this is Phytomyza, or not. I found it on the leaf of English Holly, Ilex aquifolium. This tree does have leafminers in some of the leaves, but getting a shot of an adult has been rather difficult.
