Knowing what plant it is on m
Knowing what plant it is on might help, if you know.
Has similar coloration to Cloudless Sulphur (Phoebis sennae), but I don't see the stripes across the body. If a butterfly, then maybe a different Phoebis.

 
Aphid, various instars of caterpillars can show different
patterns which adds to the difficulty of identification. This one is a Cloudless Sulphur.
