I think so. Possible Genus Argiope
Maybe Black-and-Yellow Argiope (Argiope aurantia).

I know this as a Banana Spide
I know this as a Banana Spider.. .they sit on center of web on top of a zig zag part of web facing the ground on large 2 foot diameter webs that are flat.
Have not seen any in 30 years!!
