Aphid of some kind.
The two little projections out the back end are called cornicles or siphunculi and are a distinct character of aphids. They are plant feeders but produce a sticky liquid called honeydew (pretty much them pooping out all the plant's sugars as they feed) so if dog and owner rubbed up against a plant that had a colony of aphids they could have gotten stuck to dog and owner.
