Size: ~10mm
I looked through the Syrphids on BugGuide, but didn't see anything that seems to match this guy; maybe a Toxomerus of some kind? Seen in live oak/chaparral habitat.

It is, a male!
Pretty dark specimen, so indeed it may be occidentalis, but that's a guess!

I based T. occidentalis on range
As I understand it, there are only three Toxomerus species in the west:

T. marginatus

T. politus

T. occidentalis

(In the east, T. geminatus substitutes for T. marginatus. In Florida, there are additional species.)

Interesting
I'm eager to see if you get an ID on this. It does resemble Toxomerus, but those husky rear legs indicate something different.

Update: If it is Toxomerus, it's T. occide*ntalis
