None of the above - the foliaceous (flattened, leaflike) front and middle legs show it belongs to the subfamily Membracinae along with Campylenchia and Enchenopa, but the entirely coriaceous (roughened, opaque) wings are unique.

Chris Dietrich says it is probably Philya californiensis. It does not exactly match the description and illustration, but might be a flightless variety. It has been recorded from Baccharis pilularis (coyote brush or chaparral broom) - is that what you found it on?

I suspect that it is instead an undescribed species. Please check the area again and see if you can find any more.

Philya ferruginosa
This species was described from Arizona, where Baccharis is common.
