This looks a lot like the Podabrus rugosulus in this guide. Anyone agree?

Podabrus species
With its yellow-margined pronotum and two yellow spots on the face, this image looks more like Stephen Cresswell's photo on this page than the other photo by Patrick Coin on the same page, tentatively titled P. rugosulus. Patrick's photo shows a reddish-orange margin on the pronotum and a black face - maybe a different species?
There's 110 species of Podabrus in North America, 49 in Canada, and probably 20-30 or more in any one place in the eastern US. This PDF doc says the genus is poorly known taxonomically and in need of revision, so it's probably safest to leave this one at the genus level for now.
