Size: appr 2 cm
This image was captured from video. The fly was hovering. I often see one of these in the yard hovering near shrubs, or other objects (AC unit). It appears to be the size of Milesia vriginiensis.

Looks like a horse fly to me.

I don't recall ever seeing a horse fly hover. This one hovers often, in one spot, quite still except for the wings, of course.

Male horse flies DO exhibit hovering behavior.
