This is a female spreadwing. Whether a Lestes (pond spreadwing) or an Archilestes (Great spreadwing) is difficult to tell from this photo. It is quite old, as evidenced by the condition of the wings, and the color is faded, making identification difficult.

I'm not an expert, but it looks like great spreadwing to me.
