Looks like European Paper Was
Looks like European Paper Wasp (Polistes dominulus) from this view to me... although antennae appear a bit dark (often mostly orange, but suppose some variation and lighting might account for that)

 
The antennae were solid dark color
This wasp also is somewhat hairy. I didn't see that in the European paper wasps in the guide.
