I think it's a leaf beetle of some kind, but correct me if I'm wrong. I won't be surprised if I'm wrong.

Outstanding image! Coleothorpa dominicana (Fabricius). This is a female forming it's egg encrustation, i.e., one egg covered with fecal platelets.
