I'm not so sure this is not a female, and probably Pepsis chrysothemis. I do look forward to comments from Nick Fensler, though.

 
From...
outward appearances only this looks like a female, but I can't count antennal segments or sternites...I'm going by body proportions only. It is Pepsis but probably not identifiable to species by this photo. Not saying this photo isn't good, it just takes a very exceptional photograph to identify most Pepsis to species (especially orange-winged species). Pepsis chrysothemis is a more than reasonable guess and Eric would know the AZ fauna better than I.
