Dmitry & John are right on, this male keys unequivocally to C. venusta in:

Kessel, E. L. and M. E. Buegler. 1972. A review of the genus Callomyia in North America, with the description of a new species (Diptera: Platypezidae). Wasmann Journal of Biology, 30(1-2):241-278
...and is in excellent agreement with species description on pg. 272 therein. There is also a record in that reference from the area (Pinery Canyon, Cochise Co., AZ, VIII-11-64, one male).

Platypezids are often significantly dimorphic between the sexes, so it's good to have the post of a male here to complement the earlier female post below (which also keys to C. venusta and is in excellent agreement with description in the above reference):

In this case, the male and female actually do look quite similar...aside from holoptic vs. dichoptic eyes; narrower abdomen in the male; and more conspicuous silver-grey pruinosity on T5 and hind metanotum in the female. Hard to know here whether the difference in pruinosity is due to sexual dimorphism or just individual variation.

Cf. Callomyia venusta
A comment on diptera.info suggests Callomyia venusta.

Callomyia?
looks like Platypezininae with setulose R1 and not branched M1+2, so Callomyia according to the MND
