Is this Neoconocephalus triops?

Yes.
That would appear to be the case. Looks like the cone has a complete dark line around it, which rules out similar species. So does the range. N. triops is the only species among several candidates that ranges that far north. Still can't completely rule out N. retusus, but moving to triops for now.
