Is this a garden spider? If so, can anyone be specific?

Eustala?
It might be a Hanging Turquoise Eustala. Check out this link:

Good call; it's so hard to determine a spider's species, let alone the genus.

Neoscona? Maybe Neoscona crucifera?
I think that it might be Neoscona crucifera, but I'm not 100% sure.

Araneus cavaticus?
Thanks a lot, but could it be a Barn Spider, Araneus cavaticus? The color matches more than the picture of the Cross Spider you put in, but I'm still not sure. Do you have any ideas?

Sorry - Brain not working today
First I title it "Neoscona crucifera", then link to a picture of Cross Spider (Araneus diadematus). I don't know what I was thinking cross/crucifera? As you can see I'm no expert.

Anyway I agree with your "Araneus", still I like cross spider. I think you might have to wait for an expert.

Thanks
Thanks a lot, at least it's narrowed down. I will keep up the search.

Not Neoscona.
The specimen here looks like it has the "shoulders" or "humps" characteristic of Araneus and closely-allied genera. This might even be an immature specimen. The lighting may also be providing colors that are untrue (the whole image has a bluish cast). Any way you can clean it up a little?

No, sorry
I do not know how to "clean it up." I have no experience with paint, photoshop, etc. I'm willing to do it by instructions if you would like.
