Is this megachilidae or Xylocopa? I am stumped on this bee, I've search many photos and can't find it. Please help.

Dieunomia heteropoda
obviously a bee, with typical bee wing venation

note the tibial scopa

note lack of the hairy facial foveae that are present in all Andrena females

However...
sphecids do not have the basal segment of the hind tarsus widened or flattened as it is in this sample. also note the amount of hair for the collection of pollen. also, note how stocky the body is. it's definitely a bee, probably Andrena sp.
