Great!
Now I'm almost positive that the individual is a Thrip, and is carrying quite a load of mites. They could be feeding, or hitchhiking.

From the closeups the flies look to be scatopsids. See . The one pictured there even has a mite attached.

 
Hm.
Very much possible. I have seen thrips on compost piles, but this is a much better match than any thrip I've seen.. I'm sure with all the wandering they do, they pick up quite a few hitchhikers.
