I was thinking this was a Chion*odes sp but the palps are missing.

I believe you're right about its being a Chionodes. Don't know what is going on with the apparent lack of palps, but it looks as though this moth has been through a bit of tauma, so it might have lost them.

Do you think I should I frass it?

 
We would suggest
not frassing it. What we think is important is for bugguide to have images of the species at various stages. This is what it looks like. It's certainly a high quality image and we think it should be in the guide.
