Toxomerus
I'm thinking T. Marginatus but I'm not 100% sure. Ron can give you a much more certain ID.

Toxomerus is a good start.
It's Toxomerus occidentalis for the West Coast. (Equivalent elsewhere is T. gemin*atus.)
