Size: ~5mm.
Yet another unknown fly, this one on Baccharis pilularis, maybe Tachinid or Muscid? (live oak/chaparral habitat).

Neither tachinid or muscid, I'd say.
I'm guessing Acalyptratae.

 
A Calyptrate nonetheless
But either a Fanniidae or an Anthomyiidae (I'd lean for this latter possibility). No Tachinidae anyway.
