I believe this is Conocephalus fasciatus as seen on SINA. I'm not sure why this male has much shorter wings than some of the others on bugguide. I guess it could be a juvenile? Field Guide to Grasshoppers, Katydids, and Crickets of the United States also mentions that fasciatus is so similar to vicinus (Western Meadow Katydid) that many consider it the same species.
