This was the best angle I could get before it flew away. I think it is some kind of small wasp.

Maybe a true bug (Hemiptera) of some sort?
I found some photos of seed bugs that look vaguely similar. I don't think it's a wasp, though. Not much help, I'm afraid...

Wasp
I am pretty sure this is a wasp, although I am not sure which type. There are a few, mostly parasitic, families that look something like this, for instance

Quite right
This is a brightly colored Braconid. True, these highly smoky wings could be mistaken for the hemelytrae of, say, some Mirid bug.
