is this Virginia Ctenucha?

I'd go with Yellow-collared S
I'd go with Yellow-collared Scape for these.

Not an ID
I'm not sure what it is, I have a hard time telling these from Yellow-collared Scape Moth - Hodges# 8267 (Cisseps fulvicollis). Just wanted to through that out there in case you hadn't considered those, yet.

You could be right
I think you could be correct, fulvicollis lack the blue color on the thorax. I figured these where just worn, but most of the guide pics of ctenucha, show the blue. Interesting how many fulvicollis photos are on goldenrod too.

Top moth
The top moth in your image also has a very wide orange collar in the center and I think that the virginia may tend to be narrower in that area. See some of the info pages for ID remarks.
