This one looks like Vespula germanica.

 
Say it isn't so:-)
Oregon has thusfar been free of V. germanica, I think (fingers crossed against another invasive species).

 
Alas...
This is indeed a German Wasp (Vespula germanica) worker. At least this region of Oregon is now colonized. A Vespula atropilosa (Prairie Yellowjacket) would look very similar, but the central black spot on 1rst urotergite would not have such a sharp diamond-shaped outline.

I am actually a bit confused about the status of V. germanica in the west. I have collected it several times in Vancouver, but I am not sure if it has been recorded here or not. I suppose this could be V. atropilosa, in which case the key feature would be yellow ventrally on the 1st antennal segment.
