Size: 3/8 "
I think that this little guy is some sort of fly . The abdomen reminds me of a Robberfly , but I could not get a good photo of it . I found this guy on flowering Coyote bush really enjoying the pollen . I could add more photos if needed , but they did not come out very well . There seems to be 2 black markings on each wing . Thanks for any help in identification , Beth

Probably Dilophus
but not completely sure.

A Guess: Genus Bibio
Check here. Note there are variations, particularly in leg color, and many species. Some do have wing markings.
