Out of curiosity, what kind of foliage was it on and around?
I've seen a few here in Orange County, where apparently, there are no box elder trees. They're supposed to like maple as well - here but scarce - and I've found them on sycamore.

 
Box Elder/Maple Bug
I believe you'll find the box elder is a kind of maple. See also . I've always found the bugs calf high in wild 'grasses' not far from a creek.

Mine were on the sycamore about shoulder-high - I'm short - and also near a creek. There was also a swarm on a kiosk, evidently bugs seeking modeling jobs. Well, I gave some out!
