Is this butterfly laying an egg? When I got this shot there were about six butterflies flying around and landing in the same general area.

Not an egg ...
This is a male swallowtail butterfly puddling. This behavior is the result of this species of butterfly needing minerals from wet soil. While puddling, they excrete liquid as pictured here.
