Tachnid Fly Size?

I saw a tiny fly, the size of maybe a common flea, less then a mm, on a j-hooked monarch, and I was wondering if it could have been laying eggs on him. There's no info on the size of the flies that parasitize monarchs in the guide, or else I couldn't find it. Anyone out there know?

3-14 mm
One of my guides lists them from 3-14 mm, which excludes what you saw.
