Melanoplus sp. male.
Male Melanoplus, don't know which species though.

 
Melanoplus sanguinipes
I've been waiting till I could check out a few other names to comment on this one, but as I suspected, this is the only long-winged species with a notched subgenital plate that occurs in Delaware. So, that's what it is. The coloration is correct for this species as well. If the underside of the thorax showed (it doesn't), there should be a distinctive little bump there too.
