Is this a Bee Fly? Specifically a Tiger Bee Fly - Xenox tigrinus? If so, this will finally put Illinois on the data map here.

To say that I'm surprised Illinois isn't already represented here on Bugguide would be redundant.

I second Ron's statement -
This is X. tigrinus , and a parasite of the Eastern carpenter bee. Also, it has been recorded in Illinois, though perhaps not yet with photos on this site.

Definitely a bee fly.
But not one I'm familiar with. From the wing veins, it certainly looks like Xenox, and apparently X. tigrinus is the only species in the east:
