Size: ~12mm
This looks like something in the genus Lasioglossum. There were a large number of these on this plant and they would all disappear and then reappear later. The weather was very warm with temps in the upper 70's and very windy.

remarkably late in the season

 
The next day.....
a cold front moved through the area and dropped temps down into the upper 40's. Didn't see any more after that. Thank you for the ID confirmation.
